What the transfer covers
Soldeu is a village in the parish of Canillo and the Grandvalira sector that the resort describes as the center of its ski area. Wikipedia notes that a gondola climbs from the village to 2,250 m and that its slopes connect with Encamp, Canillo, El Tarter, Grau Roig and Pas de la Casa. The Avet slope here hosted the FIS Ski World Cup Finals in 2019 and 2023, and in summer Golf Soldeu is played at 2,250 m.
The road estimate does not pass through Andorra la Vella. From Plaça de Catalunya it heads up the C-16 toward Puigcerdà, crosses into France, follows the N 20 and then the N 320 over the Col de Puymorens, and joins the N 22, which ends at the Andorran border in Pas de la Casa. From there the CG-2 crosses the Envalira, over the 2,408 m pass or through the tunnel beneath it, and comes down into Soldeu. That is two border crossings on the way up, so keep passports or ID cards in a bag you can reach.

What winter road rules apply in Andorra on the way to Soldeu?
From November 1 to May 15, winter tires or other special equipment are compulsory on every road in Andorra, according to the Government of Andorra's Department of Mobility. It grades snowy roads by color: yellow for snow on the road, with a 60 km/h limit; orange for ice; red for very adverse conditions, when chains are compulsory for all vehicles; and black for a closed road.
